Several seemingly interchangeable carts can be found in Manhattan's Chinatown, selling their sole item at 15 or, as here, 20 to the dollar. Generally there's not much to these walnut-sized pockets of griddled batter, though at this cart, according to Gothamist, the mini cakes are "flavored with a hint of orange juice." I can believe it; spring for a bagful, close your eyes, and see if you can taste it, too.
