Two points for the customized neon sign: one for the shoutout to salteñas, Bolivia's take on empanadas, and one for troubling to add the tilde, even if it lacks a squiggle. Minus one point for the neighboring neon (not shown here) that dilutes the Bolivian mystique with the message "pollo con sabor Peruano." Minus another point for the dining room devoid of staff and customers, despite the illuminated "open" sign.
Net: not an auspicious hour to sample those salteñas.

The saltenas were an interesting take on empanadas partcularly because of the gravy that seeps out when you bite into them, and the hard boiled egg inside. It reminded me of pasties I had in the northern parts of Michigan and I thought the crust was really well done.
I've also noticed how empty this place is always and sometimes even after you walk in, no one comes to help you which is annoying!
