When hoisted on a flagpole, this tricolor is displayed the other way 'round: yellow, red, and blue, top to bottom. (This vantage kept my shadow out of the shot.) Nearer the train station, a sign spelled things out even more clearly, in English and Spanish: "Welcome to the Colombian District."
