The soft rice noodle rolls called cheong fun can be filled with beef, shrimp (fresh or dried), BBQ pork, vegetables, or pretty much whatever you please; from a printed menu I saw later, I learned that Gala Manor also rolls them with scallops. My best guess is that these are the "donut rice rolls"; sadly, they were bland but for the sauce and the sesame seeds.
All told, the carts here are less intriguing than at Ocean Jewels, but Gala Manor is worth a go for a group that's more comfortable in a less frantic setting.
