An earlier incarnation of this enterprise, called Bao Bing, hid the eponymous Taiwanese shaved ice inside Chinese takeout containers (handle down, flaps open). Easy to eat on the go, with zero spillage, but the ice itself was utterly buried under the toppings. (Dig we must.)
This current presentation won many admiring looks from other fair-goers: It blossomed with green tea ice cream, grass jelly, red beans, bar nuts, and the requisite condensed milk ($5). After considerable iterations, the proprietor has a better handle on the shaved ice texture, too. In this case, flakey is a virtue.
